The Work You Will Do:

Senior Appraiser, Engineering & Operations, Office of Right of Way, Appraisal Section

 

This position supports the agency’s mission by performing quality reviews of eminent domain real estate appraisal reports for quality assurance purposes. This role also involves completing appraisal reports for internal use. Responsibilities include reviewing real estate appraisal reports, evaluating right-of-way cost estimates, performing quality assurance reviews of District Right of Way valuations, and leading Cost Estimate and Appraisal trainings for the Right of Way Training Program and Continuing Education for existing staff and consultant appraisers.

Your Specific Responsibilities:

 

Assist with development and implementation of laws, rules, policies and procedures, user manuals and guidance documents pertaining to Appraisal, Appraisal Review and Cost Estimating. Assist in directing and participating in the development and presentation of training for the Right of Way Training Program and other training opportunities as appropriate. Monitor valuation services reports.

Provide technical assistance to stakeholders. Attends and participates in meetings, conferences, legal proceedings, or testimonies to provide expert advice or counsel to participants.

Assist in directing the development and implementation of a Quality Assurance Program. Ensure that Districts quality control systems are in place and working effectively.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Department policies and procedures, state laws, federal rules and regulations relative to appraisal.

 

Skills in:

  • In developing, planning, and participating in the Quality Assurance program for appraisal.
  • Using Microsoft Word, Excel, and PowerPoint.  

 

Ability to:

  • Assist in development of training plans and administer training relative to appraisal, appraisal review and cost estimating for the Right of Way Training Program and other training opportunities as appropriate.
  • Communicate effectively both orally and in writing. 
  • Work productively and professionally with others to accomplish goals.
  • Analyze and interpret data. 
  • Research and solve problems.

Other Job-Related Requirements:

  • This position will be required to respond before, during and following emergency situations.

Minimum Qualifications

Six years of relevant experience and a high school diploma or its equivalent. Post-secondary education can substitute for the required experience on a year-for-year basis.
