Development Manager - focus on Pre-Development & Pre-Construction Manager (Bilingual Spanish REQUIRED)

Location: Downtown Miami, FL / Brickell

Salary: $160K - $180K + Bonus & Benefits

Required: Bilingual Spanish & Experience in Multifamily, Condo, or Hospitality Development

About the Role:

We are seeking an experienced Pre-Development & Pre-Construction Development Manager to lead all aspects of entitlements, zoning, permitting, and pre-construction coordination for large-scale projects. This role requires a deep understanding of working with local municipalities, engineers, architects, and consultants to secure necessary approvals and ensure projects are ready for construction.

Key Responsibilities:

  • Zoning & Entitlements: Navigate zoning laws, entitlements, land use regulations, and approval processes to ensure project feasibility.
  • Permitting & Compliance: Manage and oversee all permitting activities, ensuring timely approvals and compliance with municipal, state, and federal regulations.
  • Municipal & Government Relations: Serve as the liaison between the company and city planning departments, zoning boards, and regulatory agencies.
  • Pre-Development Coordination: Work closely with architects, engineers, and consultants to refine project scope, site plans, and feasibility studies.
  • Due Diligence & Research: Conduct in-depth analysis of development sites, reviewing zoning codes, impact fees, and utility availability.
  • Project Budgeting & Scheduling: Develop and manage pre-construction budgets, ensuring projects remain on track financially and on schedule.
  • Stakeholder Communication: Collaborate with internal teams, including acquisitions, legal, and construction, to align pre-development efforts with overall project goals.
  • Risk Mitigation: Identify and proactively address potential regulatory or logistical hurdles that may impact project timelines.

Qualifications & Experience:

  • Bachelor’s or Master’s degree in Real Estate, Construction Management, Architecture, Urban Planning, or a related field.
  • 4-7+ years of experience in pre-development, entitlements, and permitting for multifamily, condo, or hospitality projects.
  • Proven expertise in working with city officials, zoning boards, and regulatory agencies to secure project approvals.
  • Strong knowledge of Florida zoning laws, building codes, and permitting processes.
  • Experience overseeing full project lifecycles from entitlements through construction.
  • Excellent communication and project management skills, with the ability to coordinate across multiple stakeholders.
  • Fluent in Spanish (Business Proficiency) – Required.
