Families USA is seeking a Senior Policy Analyst to provide data-driven expertise and strategic analysis to advance our health policy priorities, including Medicaid and health coverage, health care value and affordability, and health equity. The Senior Policy Analyst conducts both qualitative and quantitative policy research and analysis, in addition to legislative and administrative policy research and analysis, to develop actionable recommendations and advocacy materials to inform state and federal health policy initiatives. This role leads project work at the state and federal levels, collaborates across internal teams and external partners to inform policy development to advance Families USA’s organizational goals.
Develop and maintain expertise in Families USA’s core health policy areas, including private coverage, drug pricing and health care value and affordability.
Partner with senior leaders to shape policy goals, identify key levers, and craft actionable recommendations.
Monitor and analyze legislative and regulatory developments, keeping staff and stakeholders informed.
Conduct quantitative and qualitative research to produce clear, evidence-based policy analysis.
Prepare high-quality written products, including regulatory comments, issue briefs, fact sheets, memoranda, and blog posts.
Collaborate with internal teams (Strategic Partnerships, Government Relations, Communications, Health Equity) and external partners, including state and national advocates, coalitions, and industry stakeholders.
Lead and manage projects at state and federal levels, ensuring alignment with organizational goals.
Represent Families USA in external meetings, coalitions, and conference as assigned.
Contribute to strategic planning and thought leadership on key health policy issues.
Support development of the policy workshop agenda for the annual Health Action Conference.
The ideal candidate will have a minimum of six years of experience in health policy, public health, health economics, public policy, or a related field, with demonstrated expertise in policy research and writing. Bachelor’s degree required. Master’s degree in public health, public policy, or a related field is preferred, a JD will also be strongly considered.
The individual should have a strong understanding of U.S. health care policies and familiarity with areas such as private coverage, drug pricing and health care value and affordability. Candidates must be skilled in using data and evidence to conduct policy analysis and advocate for change and possess a clear understanding of legislative and regulatory processes, as well as strategies for advancing policy solutions at both the state and federal levels.
Exceptional research, writing, analytical, and project management skills are required, along with effective interpersonal and communication abilities to collaborate across teams and with external partners. The role also requires the ability to manage multiple priorities, work independently, deliver high-quality outputs under tight deadlines, and think strategically and creatively about complex health policy issues. A demonstrated commitment to social justice and alignment with Families USA’s mission is essential.
