Job Description

Job Title: HR Supervisor

Location: Texas, USA (factory site) / California (regular travel required)

Reports to: Group HR Director / General Manager

I. Key Responsibilities

  1. Recruitment & Staffing: Develop hiring plans based on business needs; independently manage job postings, resume screening, interviews, and background checks to ensure timely factory staffing.
  2. Lead onboarding processes (contracts, system entry, records management, attendance/payroll), and assist with visa/compliance documentation for foreign employees.
  3. Employee Relations & Compliance: Handle disputes, complaints, and labor law issues, ensuring adherence to U.S. federal, Texas, and California regulations.
  4. Administer employee insurance (medical, workers’ compensation, unemployment, etc.) and benefits programs, with periodic optimization.
  5. Training & Performance: Conduct new hire orientations, design upskilling programs, and coordinate cross-departmental resources for talent development. Implement performance evaluation systems and support management in reviews/feedback.
  6. Lead new factory site selection (cost analysis, regulatory compliance assessment, lease negotiations) and oversee third-party contractors for renovations/equipment procurement.
  7. Manage office supplies procurement, vendor negotiations, and fixed asset maintenance while controlling administrative budgets.
  8. Liaise with external stakeholders (government/community relations) and coordinate client visits.

II. Qualifications

  1. Basic Requirements: U.S. citizenship or legal work authorization (proof required); Chinese language skills preferred.
  2. Bachelor’s degree or higher in HR, Business Administration, Law, or related fields.
  3. Experience & Skills: 3+ years in HR/administrative roles; manufacturing/factory background preferred; proficient in Office suite.
  4. Expertise in U.S. labor laws (especially Texas/California variations) and compliance (OSHA, EEOC, etc.).
  5. Ability to resolve complex employee issues independently and navigate cross-cultural communication.
  6. Core Traits: Results-driven, adaptable to fast-paced environments, and capable of multitasking.
  7. Familiarity with Chinese-American culture and ability to collaborate across time zones (preferred).
