Under general direction of the Deputy Director, Division of Community Assistance and Resolution, the Supervisor II serves as program manager for the coordination and oversight of activities related to conservatorship responsibilities for the Director of the Department of Developmental Services (department) for approximately 350 individuals with intellectual and developmental disabilities (I/DD). The position develops policies for implementation of the statewide conservatorship program in compliance with all functions necessary to comply with new statutorily required duties in Health & Safety Code (HSC) section 416 et seq., Welfare and Institutions Code (WIC) section 21000 et seq., and court-ordered conservatorship duties. The position supervises the conservatorship unit, provides subject matter expertise in conservatorships working directly with the directorate, Office of Legal Affairs (OLA), Office of Statewide Clinical Services (OSCS), Client Financial Services (CFS) and 21 regional centers (RCs) to carry out conservatorship duties where the department Director has been appointed conservator for individuals who receive RC services and live in the community or in state-operated facilities. In addition, this position will also supervise the Foster Grandparent/Senior Companion Program. Foster Grandparent/Senior Companion Program (FG/SCP) is a volunteer program where adults 55+ mentor children and support adults with developmental disabilities in community settings. Volunteers receive a small stipend and stay active while helping people with intellectual and developmental disabilities live more independent, fulfilling lives.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time.

Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment All commute expenses to the reporting location will be the responsibility of the selected candidate.

This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

Work requires the use of a computer 50-75% of time. Daytime and overnight statewide travel may be required. The incumbent routinely handles sensitive and confidential information and/or materials and is always expected to maintain confidentiality.

Knowledge of: The California Developmental Disability service delivery system and its statutory framework; departments mission and values; an understanding of the processes of community and group interaction in developmental disabilities planning procedures; proficient in Microsoft Office, including Outlook, Excel, PowerPoint and Word; planning, policy and systems/management analysis and program evaluation; project management principles, including work plan development; government functions and organization; and methods and techniques of effective leadership.

Ability to: Work collaboratively in multidisciplinary teams, and develop and maintain cooperative and harmonious relationships with RCs and other state agencies, peers, and others; apply analytical concepts, and reason logically to develop and recommend solutions or policies; speak and write effectively; reason logically and creatively; work in a fast-paced environment and organize/prioritize workload to meet demands; work in a lead capacity and coordinate work of others; apply quality management principles and techniques; and establish and maintain project priorities.
